Can't post a suggestion on the suggestion part of the forums.

I try to post a suggestion and it says
RichardCruz, you do not have permission to access this page. This could be due to one of several reasons:

Suggestions are currently closed, people are posting suggestions by using the format which is:

They're clicking on "Post new thread" and pasting the format there.

Its always been that way . Do what joseph said to post a suggestion and use the format (here -> http://www.gta-sarp.com/forums/showthread.php?60541-Suggestions-Format ), then click 'Post new Thread' and fill it out.
