You need to click on "Usegroups" on top of the site, then scroll down untill you find Losantso police department.

You'll find '' Usergroups '' on the top of the page, click on it then scroll down till you see '' Los Santos Police Department ''. Click on it then click on '' Join group ''

Like these guys said, "Usergroups" at the top, then request to join the LSPD usergroup.
