I'd suggest to contact the owner of the HQ for permission to move your house in there. Aswell as that, I believe there's some admins who does house moves without someone donating, but that's probably depending on which admin.

Anyways, you can if you're given permission by the owner of the HQ. I don't know why, but I think Sweetyxx/Sweety_Corleon (forum name) owns it.

@OP; try and /report in-game when there's an executive and they may be able to tell you if it's available or not. It doesn't seem like anybody owns it though if there's no house/interior icons or gates there.
