Well I am lagging and I don't know why,not sure if it is called bugging or lagging :D

Here is a video I recorded,I think it would be enough for you to give me an answer on how to fix the bug/lag.

To fix this issue, you must download http://www.gtainside.com/en/download.php?do=comments&cat=169&start=21&id=18222

that file there, drag the files inside of it to your GTA San Andreas folder.

Also, good to see you're using the mod I posted ;)

Let me know if that works.

To be honest with you, it looks like as if your hard drive is loading the game materials/textures slowly. I'd try to close programs that might do that, such as: Antivirus, Windows Defender, Windows Defragment (For the antivirus, I'd just let it finish or something.)

The HUD mod, which displays your location and health/armour.

Also, as Phelps said that could be an issue, or you're using more than the Stream Limiter can handle, meaning you could need the 2048 limiter that is controlled by an ASI loader and Cleo.

If you follow what Phelps said first, then if that doesn't work please reply here and I will send you a link to the file you'd need, along with Cleo.

Also, what modifications do you have installed? Do you have a lot or?

I only have antivirus, finish?Anyway I have skype on like all the time talking with friends.
My PC Specs

Windows 7 Ultimate (64 bit)
Intel(R) Core(TM) i3-2100 CPU 3.10GHz
4GB RAM

It doesn't work,I followed everything Phelps said.
Anyway I have Blood Skin Pack(4 skins),Grove Skin Pack,Weapons Mod,and a one handed deagle!

Though, you could try to do these following steps:

1) Install CLEO 4 from here, making sure to include the ASI loader: cleo.li/cleo4/CLEO4_setup.exe
2) Head towards your GTA SA directory, then place this file: http://puu.sh/7y1q3.cs into your "SA Directory/CLEO/" folder.
3) Start your game, and hopefully it will show the difference.

If not, then you might need to uninstall your modifications and try it without them.

This is not lagg You have problem In you game Reinstall and install your San Andreas or fix your textures or Remove your all mod .
Or instal Game booster.
