You need to be in the VIP usergroup, which is able to be obtained by donating at http://donate.gta-sarp.com (bronze is $6).

If you purchase it, post a Forum Related Request with your order ID and ask for the VIP usergroup (don't forget to get the VIP in-game too). When you have it and go to your profile you'll see a "Customize Profile" button which shows several parts of your profile such as the tabs and more you can change the colors, fonts or backgrounds of.
