Turn that into:

and you should be good to go

Are you sure it was being saved properly when you closed the file because it certainly looks like it's the problem? A lot of ini files have screwed permissions or as put as Read Only. If it's not saving properly make sure it's not read only by going into the enbseries.ini properties or changing the security ownership so normal users have full control.

Do you have any files name sweetfx.dll or simillar?

Aii it's in your effects.txt then. Or you have a modified .dll . It looks like Dizz Nicca's ENB am I right?
