Okay, let's say Admin Bob was FCed by Player Bob.

Is Admin Bob allowed to lock the complaint against himself?

Yes, he is to avoid spam, however he must set it to Pending Head / Executive.

Locking complaint to avoid spam is allowed.

Player Bob can pm Admin bob and ask him or any other admins to unlock the complaint so player bob can post on it but admin bob is not allowed to close the fc on himself.

An admin can't close/resolve a forum complaint against himself, bult he can lock the complaint to avoid spam on it.

What pooya said sure they can lock it to avoid spam but they shouldn't close it they should have another admin not related to the complaint handle it.
