Before the rollback of the forums, Gang directors allowed public families to participate in only ONE point. So yes they are allowed to do so.

Public families are not allowed to participate points and that is the latest in my knowledge, the reason Sweety gave before her retirement IG was the public families were causing alot of trouble during point because of their newbie members and they were restricted to not participate anymore in points .
