Hello Tommy.
Casefile is an assignment done by agents/officers/soldiers to take down corrupt/criminal/drug dealers etc players.

You can also do it within your family i.e Tommy is corrupt im been informed, so I can assign another family member to track your activities with whom you meet and exchange secret info. And on that basis you can kick/kill someone in your family

Police Department CID - Creates casefiles on gangbangers and other mafia bosses around Los Santos.
FBI CID - Creates casefiles the same as PD, just more efficiently.
FBI NSB - Creates casefiles on corrupt LEOs.
FBI AGTF - Creates casefiles on families, the usually go in a family and create a casefile on all the R5+, if they do create a casefile on all the R5's+, the family gets disbanded.
