To be really honest, they really aren't doing anything apart from giving factions their fees and hosting tax refunds. Aside that, it's mostly bossing people around

You should probably ask someone who is actually active In-Game. Government pays Factions, Issues various licenses, vote and pass laws, they are also State Prosecutors.
