It's because you updated to a New Windows version whilst GTA SA is a very old game.

Try turning frame limiter off
.8595

Change the frame limiter status, it should work out.

Basically Your new version of windows has clashed with the Game as it is an old game as mentioned above. Basically go In game, go to your display options and turn off your Frame limiter.

Okay. First of all, it has NOTHING to do with your software updates. I upgraded from Windows 8 to 10 and nothing happened. Try deleting GTA set. Also, the update MIGHT have fucked up your NVIDIA prefrences. Go on your NVIDIA Control Panel > Manage 3D settings > Add GTA San Andreas to it. Install NVIDIA GeForce and try configuring it from there.

Do you overclock your GPU? Try restoring all the memory clock speeds and core clock speeds to default. Alternatively, try overclocking your GPU and see if that makes a difference. Like others suggested, /fpslimit 60... Sometimes Malware viruses can slow down your PC. Download and install Malware Bytes and run a full system scan. It could also be your hard drive or your SSD. I doubt it's your SSD as that uses electronics whilst hard drives use magnetics.

Cool PC btw. I have the same specs as you and nothing like that has ever occurred to me.

delete gta_sa.set in the documents folder that might work

Nah I only have an overclocked CPU but that's it....

Tried it. No difference.

Well holly shit. Your GPU is a beast and it might be that the CPU or any other part of PC has been overheated. I had this problem too.

Also try to rollback your drivers.

Have you tried this already? If nothing works then the only option left for you is to downgrade back to win 8.0

Alot of old games like, GTA Vice, Sims, Counter ; Which I escorted to window's 8 , doesn't work but my gta sa does. I don't know about you but you should probably resort into changing new cpu or hardware if any of those advices doesn't work. PS: I tried every last thing to fix the other old games , still didn't work.
