If you want to download mods using Mediafire then you will need whoever uploaded the mod to have done it on Mediafire. You can't download mods using something different than what it was uploaded on.

If you search for GTA SA mods Mediafire you'll find plenty of ones uploaded on Mediafire and can be downloaded as such.

Mediafire isnt a mod provider. Just google : [Mod name] , mediafire download

Copy/Paste them in your GTA folder.
Read if there's a readme.txt for more infos.

Copy all the files to your GTA SA Folder, the folder where gta_sa.exe exists.
