Fixed the TikiStore checkpoint interior issue.

Fixed an issue with 911 call markers disappearing too quickly.
Fixed an issue with /gps markers disappearing too quickly.
Attempted to fix an issue with neon's not destroying correctly.

I really can't see why this is needed on a RP server. It's just metagaming af and will even boost the ammount of newbs spamming you for money, which currently is already high and annoying.
