Vehicle models, and texture problems, happend to me aswell.
Download 'mem.fix' - anticrasher, might fix it as I fixed mine as I explained you.

What is the ENB that you are installing?
The most simplest method of installation is simply just copying the ENB files into your main directory.

Can you post a screenshot of the folder? Can't find it on Google, but if it comes as an installer package then that may only be the way to install that specific ENB.

Yeah that's fine, simply extract the RAR, copy all the folders/files over to your main GTA directory (where you have installed it).
It seems like enhanced effects to me rather than an ENB itself, but just simply copying and replacing the old files should have you good to go.

(If there's an ENB)
Once you have copied them over, open a file called 'ENBSeries.ini' if there is one and make sure it's set to TRUE and not FALSE and you should be good to go.
