Yes you can, Post a Game Related Request with the evidence.

Refunds are done through Smo and can take a long time.

I'd recommend you keep your order and speak to a shop moderator about converting it. So if you donated $20 you can break that up into $15 and a $5 item.

Alternately, you can try and sell the order id in-game to another player through /ad and the money you gain from it, you can make an ad buying blood (Blood is the IC term for real life money) for the thing you want.
