Can it be since I am not using main user of windows? I am using a Guest user, the administrator has one problem that I can not open.
Edit: And no, I do not have any mod and I could join the server when I was using administrator, since I started using Guest(Current user) it is not working.

Update any drivers installed on your system if you have access to elevated permissions (Administrator). Also, I believe SAMP requires elevated permissions for it to run properly as it may require to overwrite certain files within some protected regions of your disk drive.

Aw man, this has happened to me once... there is actually no other solutions.

Try these:

1) Try the game on Guest Mode. (Since you already did so no probz)
2) Re-install the game.

The only option is to reinstall your game, the runtime error is like cancer to SA.

I do not have a setup for SA, I just downloaded it. But, do you mean to reinstall samp?

It has happened to me as well just press "Ignore".

I press "Ignore", but than SAMP won't be able to open.

And to all: I can open SA, but not SAMP.

Looks like that .dll file belongs to DirectX 9, you should try reinstalling DirectX 9 or the latest version of it. Depended on your computer's DirectX type.
