Uhm, pretty sure that's restricted to Retired Admins, Graphics Team, Mapping Team and so on, but if you cannot set it yourself via your profile, then make a FRR for a Forum Admin to set it for you: http://www.gta-sarp.com/forums/forms.php?do=form&fid=89

Bella used to do it quite quickly, not sure if the rules have changed since she's resigned.

When I was Silver VIP on the forums I was able to set gifs as my avatar.
