Is it possible to add to the default SAMP skins, objects like a purse, or a customized hat etc, and all the players able to see it, not just me? If yes, then how?

Only you can see your installed mods, other players may see them only If they have exactly the same mods installed.

Sadly, only you can see your modifications.

Using gear from clothes shops is the best way to be creative as well as having everyone see your objects, other than that, it's not possible.
