Allen, If you were SANG and On Duty, You should take Permission to Go Off Duty, and then take permission to go on S3 For a valid Reason.
If A Higher Rank than you accepts, then he will give you a time limit like 5 minutes to come back to the HQ, Then you can go to Los Santos for some minutes the higher rank specified it then you can go to LS.
When the time is finished, you need to go back to your HQ, It is Located in Demorgan. Then you go to the HQ and Do your Duty again.
