If you are 1 Year Veteran in your Alt Then yes you can. If No, The no you can't exchange the one year veteran from an account to an account.
Like if you were 1 Year Veteran in your main account in Forums, you can't transfer the 1 year veteran from your main account in forums Till your ALT account in forums, so you can't.
