You can't as that would be Ban Evading, if that account is P Banned make and appeal to be unbanned.

You're responsible for your own IP address, so my answer would be NO.

You're not allowed to play if your IP address is banned, not unless you prove that you're not ban evading, it's better if you PM / VM any administrator for further informations.

or just make new forum account and new in game name and start playing secretly

You need to ask for permission for an admin, because the IP is Perm.banned, so you are responsable for this problem, Do not try to get ingame or anything, get yourself in teamspeak or PM/VM an admin to help you.

If you've been granted permission directly from a Ban Appealer or someone in an executive position then you're granted. If you have been denied or just haven't bothered asking, you risk being permanently banned also.

The simple answer is, no.
