No, it's not down atm.

It's not down, it seems that sometime you can't log into the server.Therefore, I'd suggest you re-add the server & restart your router, it worked for me many times.

It seems to be up for me, restart your router, probably a net issue.

Sometimes happens to me
here's a list of things you can try :
1) restart your router
2) restart SAMP
3) re add the server
4) open cmd and type : ''ipconfig'' then ''ipconfig renew''
5) re-install SAMP into your GTA folder
