to become one of the FBI Agents you have to be employed in LSPD, then You can be handpicked.

be known for being on the good side of the city (high ranks in multiple factions although you can get in while only being r2 in pd) and fill in your FBI application if it's good enough you'll be set onto the next stage and from there on you must keep going further and further until you make it in.
