I had that too few years ago.. You just have to update your Windows.

Graphic Drivers is the problem, I found if I replaced / uninstalled (reinstalled) or updated anything to do with graphics on my PC is fixed the problem. Happened on my laptop and I just replaced the motherboard.

I'd agree with Ezi, most likely a graphics driver issue. Check Device Manager, look for your graphics card, and right click, then select update.
