When the website doesn't load it means that the avatar's size and resolution are higher than it's required. Only some specific UGs can use big sized avatars such as the GFX team.
But true though, even if it's big it loads just it doesn't display in its actual size, it decreases.

What does it say? I am pretty sure you're having internet issue if it redirects you to a blank page and says Lost Internet Connection or something because I can upload it as my avatar;

Just close the web browser for a couple of seconds and then try uploading, it happens to me too sometimes.
