Why when I connect to any server in SAMP it loads signleplayer?

If you have any recent mod installed then try to get it removed or you can try to reinstall your game+samp.

The problem isn't in GTA, it's in samp. Try re-installing it and remove all mods.

Locate the San Andreas exe file that should solve the problem or you have V1 of SA.

I don't want to re-install SAMP or I'll lose it because my SAMP setup is not working even if I re-downloaded

Download SA-MP 0.3.7-R2 from the official sa-mp website (https://www.google.com.pk/url?sa=t&source=web&rct=j&url=https://www.sa-mp.com/download.php&ved=0ahUKEwiq4sGs5u7QAhVItRQKHXVDC0MQFggXMAA&usg=AFQjCNGMTuAoBd7iuH_sVp7pLuMaV0-2Bw&sig2=iXQ0ONGZZSHAqeSK7qu0kw), uninstall the current one and then install the new one that you'll download, if the problem persists then sadly you will have to reinstall your GTA SA.

You probably have the second disk version or the Steam version where gta_sa.exe is incompatible.

2 major reasons for this issue.

1. setting 'SAMP.exe' run as administrator but not GTA SA or setting GTA SA.exe run as administrator not SAMP.
2. maybe location of GTA SA in SAMP setting isn't located correct.

Solution ; Either both run as administrator or both not as administrator.

And use right location such as given in image.
