Can't install/remove texture packs

So my game is running normally, everything like that is okay. I installed this texture pack, didn't really like it, so I attempted to install more and nothing changed. I removed my gta3.img completely and my game still functioned perfectly will the same fucked up texture pack. Dunno what's going on.

Re-install your game or download the gta3.img(New none) and replace the modded one to a clean one.
And, Use modloader next time to change the textures of the skin, weapons, and etc.

Yes, I have:
1. Reinstalled my game several times (maybe about seven times by now)
2. Updated my gta3.img with a new one

But it doesn't matter tbh with this EMB mod it shades it out

Is it answered? Have you tried downloading gta3.img manually and placing it in the GTA directory?
