My internet connection is working good, able to connect all servers beside SARP, re-install'd SAMP, re-installed San Andreas Documents.

This is a bug that happens a lot, when it happens to me i'll try to restart my router and that sometimes works, if you restart your router and it still doesn't work the only thing you can really do is use a VPN and wait it out. when this happens to me it's normally resolved within 1-3 hours.
