Weird, like when you get back om your game and you stuck after a second on the pause menu? Then you open the task manager and end GTA SA and re open it, true?

If what I explained above is true, I have that problem too. It probably will fix downgrading your windows once.

Yes but I'm not downgrading shit I spent $700 on this shit. No I don't have mods vanilla ftw

Consult a shop then, what else one can suggest other then, 'remove mods', 'install new windows' and 'reinstall gta sa', you spent 700$ you won't do that.
