Not only SAMP file but remove you GTA San Andreas Folder and install a new one and it will work.

I told you, I deleted everything.
reinstalled new and clean samp & gta files.

Go Samp Properties and click Compatibility.
Click Compatibility Mode.
Click Run in 256 Colors.
And Apply

Try downloading/installing the latest version of your DirectX. (And your graphics card, maybe.)

Maybe you are using un-necessary modifications or texture packs, try to remove them and then try it.

Try running both samp.exe and gtasa.exe "run as administrator"

There is a bug with SARP that is causing players to crash in the Pershing Square area. If that is what it is nothing you can do on your end.

Download gta sa.exe from the given link and paste it in your directory: https://www.gtaall.com/gta-san-andreas/programs/10890-originalnyy-gta-saexe-v101.html
Also try removing your Cleo (If exists) and delete any ENB in your PC.
Also, as stated above, everyone experiences crash at the area of Pershing Square so, you don't have to worry about it.
Hope it works
Btw..... Right click gta sa.exe > Properties > Compatibility > Tick '' Run the program in compatibility mode for > Select the desired windows version.
