I need help setting up the new update, I am totally confused. I don't know what to download and how to do it. I need a step by step instructional guide that will assist me as I am horrible with technology. Thanks!

Alright, you mean how SARP went to Samp 0.3e? this is how you do it

1: Download the latest samp (which is samp 0.3e) from this website:http://www.sa-mp.com/download.php download the one that says Mirror By SAMP team
2: Install it, so follow the instructions and it will ask for your gta sa directory so install it in there.
3: You are now up to date and able to play SARP

Here's a short but effective instruction:
If you still haven't updated to 0.3e ,follow this link > http://www.sa-mp.com/download.php and after you open this ,choose one of the given mirrors ,example
-SA-MP 0.3e Client Mirror by littlewhitey's server***
Once you do this,your browser will automatically start downloading the San Andreas Multiplayer 0.3e.After you download this,open the installer and install the SA-MP 0.3e in your GTA-San Andreas Directory,after you do this,do a shortcut of your SA-MP and you'll be free to go.

Let me explain you in short and simple; Click this > http://sampdl.kingj.net/sa-mp-0.3e-install.exe
Install it manually as it's done.
