I've heard some guys that have cracked GTA SA had met up with this problem as well,so..try getting some original GTA SA CD and install that GTA,not the cracked.
p.s Make sure you do not have mods on the GTA,any kinds.

This used to happen with me too, a long time ago. I just had reinstalled my Gta San Andreas and this problem never occured again. I think you should delete your game and reinstall it. Hope this will help you out, and goodluck.

What Jake said. It's true. I was on a server and a hacker came and fucked up the whole filterscript making the server go like this. In this case, it's happened to you. Wait for a while and lets us know what happened.

This is because you don't have original Gta San Andreas Installed on your PC. It happens when something buggy happens in game or due to lack of good graphic card. If you can't afford the original DVD of Gta San Andreas. I'd like to suggest that re-install your Game and avoid modification of all kinds related this.

I can tell you for sure that I had the same problem .
A simple way to fix it as the guys above me said before, Just re-install GTA SA and it'll work good.
One houndred precent sure.
