Is it maybe because of your internet connection? Did you try to log on other servers?

King Hazard

When you click 'San Andreas Roleplay' on SAMP server list, does it show players (like 90/500 ) or 0/0 ?

King Hazard

Try to delete the server and put it on the list again, here's the other IP, maybe it will work with this one 216.245.220.34:4500

I'd recommend you to remove SARP from the favorite list (If you have it on your fav list), re-install your SAMP, restart your modem/broadband/etc, and re-add SARP to your favorite list by typing, samp.gta-sarp.com:4500.

If problem still persists, restart your computer and do all the steps that I recommended above. They worked for me before.

It might sound retard .. But try to create another account with another name and join SARP, it worked with someone that had a problem a bit similar to you. Keep us updated.

This is so simple...
Your firewall is blocking the :4500 port (sarp is like the only server using this port. Which is a good thing IMO)
Remove that and you should be fine!
