You're either logging in with a not proper name (It must be Firstname_Lastname), or you were banned/your region's range is banned, or the server is just down.

I think your IP is range banned, try restarting your modem and are you sure, you added " samp.gta-sarp.com:4500 "..?
If you added the correct IP and tried to restart your modem and re-connect to server and its not working then, you have to get it unbaned, by filling a ban appeal..

Try to change your Internet IP, if you have been banned, and you'll do a ban evading, you'll get banned again.
Change the Internet IP, than try to use a fine RP name, log IN, and check it.

Do you only have a problem while joining SARP or is it all SAMP servers? If it's just SARP, do the following.

Go to your router, unplug the power cord and hold it unplugged for around ten seconds. Plug it back in and wait for all the lights that need to be on, to come back on. Then try to join the server.

If its all SAMP servers you might want to re-install SAMP.

Range ban bans your region's range, not only the IP/account .. so you basically can't change IPs and re enter the server because you won't even be able to connect, it will say you're banned from this server.
