What kind of modding do you mean? You can find car mods that make the car look different by simply googling, if that's what you mean.

you can mod your GTA full and also Police cars but don't tune it

By modding you mean changing colors and things? well you can not change the colors or put some fancy wheels on it, you can only put nitrous. And if you mean mods that replace the police car then yes you can use mods that replaces the police car.
