You can see that error telling you audio car file is no intalled, That error show you when you SA doesnt read your audio card, That error happend to me when I reset my PC and install GTA again but if you doesnt have a audio card, it wont work. I suggest you re-install the audio driver or update it, im sure it will work

You probably deleted an important audio drive file.

Do the following for a quick simple checkup.

Go to RUN in your start menu.
Search for devmgmt.msc and run it.
The Device Mangement dialogue box appears.
Just look on the window for any yellow exclamations (!).
If you find any, it's time for you to restore the system.

There is no other way, from what I know of. But restoring system really works perfectly.

To to the sound tab.
Look for your audio drive name.
And look for the yellow exclamation I told you.
You may use the following legal website to find more about your audio drivers.
Click me (http://www.official-drivers.com/installer/?seed=Audio&gclid=CLWvyb2e2bgCFQ5b3godPyAA3Q)
I suggest you 'choice #2' once you're in the website.

Other than that, just do a simple system restore.
