At the beginning all players are level 1, if you want to reach a higher level. You need to have the requierments for the next level.

everyone starts as a level 1, then as you grow respects (on your /stats, it should say "respect: 1/8" or smth like that) from signing checks, you can buy another level if you have the required respect
