Could potentially be a problem but I doubt it.
The problem now thanks to your update seems to be a DdoS or inability to render everything, causing you to lag out and thus not be able to connect. I suggest waiting it out for a bit. If it still doesn't let you in an hour let me know.

Nope im not useing any mods, and ehmm i cant see why its the newest version cause i played saturday/sunday with it and i had no problems.. i also rebooted my router and it still not works for me..

Again I didn't say that the samp version was a problem.
I said its most likely a DdoS or your computer is suffering from an inability to render objects causing you to lag out and fail to connect.
Also, check the IP. samp.gta-sarp.com:4500
It could be that as well ^
