I tried installing a mask mod, opened up Spark and nothing was loaded in the SAMP.img? Normally, it should load a bunch of .txd or w/e they are, but it didn't.

You should first install the mod then extract it into the map "models". Afterwarts open Spark, then click on "file" in the corner left, Click on "open" and select the mod.
I tested it like this and it worked fine, Try it.

OR just use modloader that should fix the spark issue
This is how I install mods:
Go to spark and go on file and click on open. After that, search for your your GTA SA directory and click on it. Then, click on models > then load gta3.img to install the mod, you have to drag and drop the file into the directory.
It depends on what the mod is though, if it's not in gta3.img, it should be in player.img.

I think the SAMP.img was corrupt or something, I put a fresh SAMP folder into the directory and it worked. Cheers for the help. :)
