Added in commands for admins to view a players ban and prison record. (/prisons & /bans)
Added in a command for helpers to spawn a vehicle at their position (temporary - /hveh)
Added in a command for helpers to privately message a person who they are helping. (/hpm)
Adjusted the MDC to display most recent crimes first, and the active crimes will be colored different.
Adjusted the /helpers command to display the status of them.
Fixed an issue with the prison system not releasing a player when they're supposed to be released.
Fixed an issue with the RRK system completely not working.
Fixed an issue with /banaccount and /getbanreason not working correctly.
