Would a high quality ENB affect the performance of SAMP and GTA SA?

Yeah, when you install an ENB it increases the graphics of the game and can cause you to lag if you do not have the PC requirements to install the ENB. Having a high quality ENB can affect your frames, and smoothness of the game, but if your computer can handle it then go ahead and install one. Make a backup of your GTA just encase your computer cannot handle it, or you realise that you don't like it, so you can revert back to your old GTA.

If you have a good computer, then it won't be a problem. Otherwise, it will mess up your FPS.
