Only things I can suggest is; Disable anti-aliasing and ensure that you have no frame limiters on. E.G (/fpslimit) or fraps etc.

I dont, at some points fps goes up to 90 for a little time then goes down again

Install Antivirus it might help you out mate it will automatically remove things which makes you laggy or change the windows.

Grand Theft Auto's FPS goes above the usual limit and It happens most of the times due to the temporary files, internet temporary files and some non-necessary system files. What you should attempt to do is, open " Run " program and type in the following individually;
- %Temp%
- Prefetch
- Temp
and delete everything it has within the folder. Some files may not be deleted because of their permanent existence. It should fix the problem of FPS. Try it once.
