Navigate to the directory your GTA is installed in, default is: C:\Program Files (x86)\Rockstar Games\GTA San Andreas
>Right-click your SAMP.exe file, and select 'Proeprties'.
>Select the compatiability tab, 'check' the box for 'Run this program in compatibility mode for' and left-click the box and select 'Windows 98 / Windows Me'.
>Click 'Apply' then 'Ok'.
Now if that did not work, do the exact same process with your gta_sa.exe (but try it with just SAMP.exe first).
Hopefully this will solve your issue as it solved it for me when I had ENB problems on my old PC with Windows 8.
Austin, do you have a legitimate copy of San Andreas or Pirated by any chance?
