When i start the game a message on my screen would appears "The server didn't respond,retrying",the ip server isn't available for me at all

You are most likely under a range ban or someone's IP was blacklisted and you have the same IP. Contact Smo via PM or get his skype somehow.

I connected into my phone's internet connection the server works fine,yesterday i bought a new router it's seems my new ip range banned or something

Koko said that his question is answered, I am pretty sure it's supposed to be closed. But pending player anyway, I guess.
If you're wondering how to get your IP removed from the firewall blacklist, only Smo can do that. You can use also use a VPN to dodge the blacklist or range ban, but you can also contact Watts and get the range ban sorted out. I doubt Smo's going to response if you PM him, so obtain his skype and message him. Hope I helped.

I recommend you to use VPN until SMO comes out and help you out. It's might due to firewallas blacklists and your IP is surely blacklisted if I am not wrong.

Just google the VPN, I prefer you to download "Hotspot Shield".

Check your Internet aint doing ?
Put the IP Server one more time before that remove the sever IP
Aint Doing ? Remove samp and download it again

First go to cmd and type these commands:

ipconfig /flushdns
ipconfig /release
ipconfig /renew

and after that, reinstall SA-MP 0.3.7 and it should work fine.

Koko, this happened to me alot, Your Router is not that Strong, you should Wait till it get strong when half of your fam is sleeping, out of hours, or not working in the internet, or buy a new Router like I did, and now it Will Work if you buy a new router. I had this problem Also, Then i bought a new router and ill my problems in samp are gone, you can play whenever you want.
