changelog
1. removes the old player owned vehicle system, replaces with a new (this is intended to fix a lot of bugs and mess with the old system). Existing commands follow,
a. /breakin, /carhelp, /vehhelp, /lock, /towcar, /myvehicles, /checkplate, /trackcar, /givekeys, /vupgrade from inside the new garage in Willowfield I have mapped, /sellcar, /purchasecar, /park, /colorcar renamed to /spraycar, /dumpcar replaces /sellcartomarket. Administrator commands: /givecar, /removecar, /checkcars. The vehicle system was converted to SQL.
2. removes old impound system, adds a new one. /impound, /release.
3. fixes vehicle trunks not saving when the vehicle is destroyed when you have insurance.
4. adds a basic totalled system to make the mechanic job useful.
5. saves gas, vehiclar damage to player vehicles when players relog, no longer unlimited gas.
6. added a new impound map by Bernardo (/impound, /release), and a garage map by myself in Willowfield (/vupgrade).
7. fixes /setname showing the administrator's name instead of the player's in house tags.
8. Senior helpers+ can now /acceptunmute.
9. Adds a dynamic /version system for developers.
10. Adds /registermap, /unregistermap, /nearmaps for mappers.
11. Adds /sqltoname and renames /getsqlid to /nametosql, for administrators, mappers and developers.
12. Renames SAST to SASD, rank adjustments.
13. Players can now have up to four vehicle slots, where the 4th is brought from /vupgrade. However, players can only have one car spawned at a time.
